1998-2007年,衡(heng)陽華菱(ling)不銹鋼(gang)管(guan)廠以減員增效、剝離輔助(zhu)(zhu)、三項制(zhi)度改革等為主要內容,加快轉機建制(zhi)步伐。按照建立“政企(qi)分開、權責明(ming)確、產權清晰、管(guan)理科學”的(de)(de)現代企(qi)業(ye)制(zhi)度的(de)(de)要求,衡(heng)鋼(gang)以資(zi)產經營為紐帶,大力(li)推進(jin)“分離輔助(zhu)(zhu)、精干主體(ti)”的(de)(de)企(qi)業(ye)改制(zhi)工作,1998年至1999年,共剝離9個輔助(zhu)(zhu)部門。在集團公司(si)的(de)(de)扶植下,輔助(zhu)(zhu)單位(wei)自我(wo)生(sheng)存(cun)能(neng)力(li)不斷增強(qiang)。

員(yuan)(yuan)工實現能進能出(chu)。2012年(nian)(nian)(nian)前(qian),公司處于規模(mo)擴張期(qi),通過推(tui)行(xing)業(ye)務(wu)(wu)(wu)和勞務(wu)(wu)(wu)外(wai)包,正式(shi)(shi)員(yuan)(yuan)工人(ren)(ren)(ren)(ren)數(shu)(shu)(shu)基本穩定(ding)。2012年(nian)(nian)(nian)后,為應對(dui)日益(yi)嚴峻(jun)的市場形勢,為提(ti)高勞動生(sheng)產(chan)(chan)率,2012-2015年(nian)(nian)(nian)公司以(yi)裁(cai)減(jian)大(da)(da)(da)部分(fen)勞務(wu)(wu)(wu)用(yong)工等(deng)為抓手,大(da)(da)(da)力(li)盤(pan)活(huo)人(ren)(ren)(ren)(ren)力(li)資源。一方(fang)面(mian)大(da)(da)(da)量撤減(jian)、清退業(ye)務(wu)(wu)(wu)和勞務(wu)(wu)(wu)外(wai)包用(yong)工,2012年(nian)(nian)(nian)是公司裁(cai)減(jian)勞務(wu)(wu)(wu)用(yong)工力(li)度(du)最大(da)(da)(da)的一年(nian)(nian)(nian),裁(cai)減(jian)1200余(yu)人(ren)(ren)(ren)(ren),裁(cai)減(jian)比(bi)(bi)例達40%。另(ling)一方(fang)面(mian)倡(chang)導“一人(ren)(ren)(ren)(ren)多崗、一崗多能”,建立分(fen)流(liu)退出(chu)通道,采取(qu)緊縮崗位、強化(hua)分(fen)廠定(ding)崗定(ding)員(yuan)(yuan)、變革生(sheng)產(chan)(chan)班制(zhi)、頂替勞務(wu)(wu)(wu)工、業(ye)務(wu)(wu)(wu)整合、自動化(hua)改造、內退、解除勞動合同等(deng)一系列舉措,控制(zhi)和減(jian)少一般(ban)管(guan)(guan)理人(ren)(ren)(ren)(ren)員(yuan)(yuan)、輔助(zhu)人(ren)(ren)(ren)(ren)員(yuan)(yuan)和富(fu)余(yu)工序(xu)人(ren)(ren)(ren)(ren)員(yuan)(yuan),四年(nian)(nian)(nian)間(jian)崗位用(yong)工減(jian)少近2800人(ren)(ren)(ren)(ren),其(qi)中勞務(wu)(wu)(wu)用(yong)工約1800人(ren)(ren)(ren)(ren),正式(shi)(shi)員(yuan)(yuan)工近1000人(ren)(ren)(ren)(ren)。2016年(nian)(nian)(nian)是公司裁(cai)減(jian)正式(shi)(shi)員(yuan)(yuan)工力(li)度(du)最大(da)(da)(da)的一年(nian)(nian)(nian),堅持精簡高效(xiao),推(tui)行(xing)大(da)(da)(da)部制(zhi)改革,管(guan)(guan)理部門(men)個(ge)(ge)數(shu)(shu)(shu)由14個(ge)(ge)降(jiang)至7個(ge)(ge),管(guan)(guan)理科室控制(zhi)在55個(ge)(ge)以(yi)內。借助(zhu)精簡機(ji)構、整合業(ye)務(wu)(wu)(wu)、頂替勞務(wu)(wu)(wu)工等(deng)手段,全(quan)年(nian)(nian)(nian)減(jian)少用(yong)工1361人(ren)(ren)(ren)(ren),其(qi)中正式(shi)(shi)工886人(ren)(ren)(ren)(ren),所有(you)轉崗分(fen)流(liu)人(ren)(ren)(ren)(ren)員(yuan)(yuan)均得到(dao)妥善安置。2017年(nian)(nian)(nian)減(jian)少用(yong)工424個(ge)(ge),其(qi)中正式(shi)(shi)工231人(ren)(ren)(ren)(ren)。正式(shi)(shi)員(yuan)(yuan)工人(ren)(ren)(ren)(ren)數(shu)(shu)(shu)首次“破四”,降(jiang)至3941人(ren)(ren)(ren)(ren)。勞動生(sheng)產(chan)(chan)率攀升,全(quan)年(nian)(nian)(nian)人(ren)(ren)(ren)(ren)均鋼管(guan)(guan)產(chan)(chan)量284噸,同比(bi)(bi)提(ti)升48%。

強化技(ji)(ji)術(shu)(shu)(shu)創新(xin),“提檔加速”進(jin)(jin)(jin)軍高端產(chan)品(pin)市場。在引(yin)進(jin)(jin)(jin)和消化吸收國(guo)外先(xian)(xian)進(jin)(jin)(jin)無(wu)縫鋼(gang)(gang)管(guan)(guan)生產(chan)裝備和技(ji)(ji)術(shu)(shu)(shu)的基礎上(shang)(shang),衡鋼(gang)(gang)插上(shang)(shang)科(ke)(ke)技(ji)(ji)創新(xin)的“翅膀(bang)”,開(kai)始(shi)在無(wu)縫鋼(gang)(gang)管(guan)(guan)制(zhi)造(zao)的領域啟航并騰飛。從1987年到(dao)1997年,衡鋼(gang)(gang)進(jin)(jin)(jin)行(xing)了大小(xiao)130余(yu)項(xiang)技(ji)(ji)術(shu)(shu)(shu)改造(zao)和700余(yu)項(xiang)技(ji)(ji)術(shu)(shu)(shu)改進(jin)(jin)(jin),完成重大科(ke)(ke)研項(xiang)目38個,新(xin)技(ji)(ji)術(shu)(shu)(shu)推廣14個,其(qi)中(zhong)5項(xiang)技(ji)(ji)術(shu)(shu)(shu)獲(huo)國(guo)家專利、6項(xiang)獲(huo)省冶(ye)金系統(tong)科(ke)(ke)技(ji)(ji)進(jin)(jin)(jin)步獎、10項(xiang)處于(yu)國(guo)內領先(xian)(xian)地位。其(qi)中(zhong),企業自(zi)行(xing)設計的ф108mm三輥高精度熱軋無(wu)縫鋼(gang)(gang)管(guan)(guan)機組(zu)有效填補了中(zhong)厚壁鋼(gang)(gang)管(guan)(guan)生產(chan)的空白,引(yin)進(jin)(jin)(jin)消化吸收的Φ89mm半(ban)浮芯棒(bang)連軋管(guan)(guan)機組(zu)使(shi)企業在高壓(ya)鍋爐管(guan)(guan)、油管(guan)(guan)市場上(shang)(shang)搶占先(xian)(xian)機。
2003年,衡鋼(gang)拉開二(er)次創業的(de)序幕,進入新一輪大技改(gai)時(shi)期(qi),相繼建成了(le)二(er)連軋(ya)項目、大管(guan)坯項目、套管(guan)加工(gong)生產(chan)(chan)線等一大批管(guan)國家、省市重點工(gong)程。2007年,圍繞“十(shi)一五(wu)”發(fa)(fa)展規劃,實施了(le)ф108mm機組改(gai)造,啟動了(le)特(te)大口徑(jing)軋(ya)機、煉鐵系(xi)統建設。2000年至2007年,衡鋼(gang)開發(fa)(fa)油田用(yong)管(guan)新鋼(gang)種35個(ge),擁(yong)有(you)自主知(zhi)識產(chan)(chan)權的(de)經(jing)濟型(xing)油氣用(yong)管(guan)HS系(xi)列用(yong)鋼(gang)種6個(ge),自主開發(fa)(fa)的(de)HSM特(te)殊(shu)扣申請了(le)專(zhuan)利。

2008-2018年,衡(heng)陽華菱不銹(xiu)鋼管廠共有29個項目獲市級及(ji)以上(shang)科技(ji)進(jin)步(bu)獎(jiang),國(guo)(guo)(guo)(guo)家科技(ji)進(jin)步(bu)獎(jiang)實(shi)現從無到有,“電弧爐(lu)煉鋼復(fu)合吹煉技(ji)術的研究應用”榮獲2016年度國(guo)(guo)(guo)(guo)家科技(ji)進(jin)步(bu)二等獎(jiang)。P91無縫鋼管及(ji)其(qi)制備方法獲中國(guo)(guo)(guo)(guo)專(zhuan)利優(you)秀獎(jiang),另有5個專(zhuan)利在湖南省、衡(heng)陽市獲獎(jiang)。國(guo)(guo)(guo)(guo)際(ji)專(zhuan)利申(shen)請實(shi)現突(tu)破,首次(ci)實(shi)施PCT專(zhuan)利申(shen)請2個。主持(chi)制定(ding)國(guo)(guo)(guo)(guo)家和行(xing)業標準9個,其(qi)中國(guo)(guo)(guo)(guo)標5個、行(xing)標4個。
