1998-2007年,衡(heng)陽華菱(ling)不(bu)銹鋼管廠以減(jian)員(yuan)增效、剝(bo)離(li)輔助(zhu)、三(san)項(xiang)制度改革等為主(zhu)要(yao)內(nei)容(rong),加快轉(zhuan)機建(jian)制步伐。按照建(jian)立“政企分開、權責(ze)明確(que)、產權清(qing)晰、管理科學”的現代(dai)企業制度的要(yao)求,衡(heng)鋼以資(zi)產經營(ying)為紐(niu)帶,大(da)力(li)推進“分離(li)輔助(zhu)、精(jing)干(gan)主(zhu)體”的企業改制工(gong)作,1998年至1999年,共剝(bo)離(li)9個(ge)輔助(zhu)部門。在集(ji)團公司的扶(fu)植(zhi)下,輔助(zhu)單位自我生存能力(li)不(bu)斷增強(qiang)。

強(qiang)化技(ji)(ji)(ji)術(shu)(shu)(shu)創新,“提檔(dang)加(jia)速”進(jin)(jin)(jin)軍高(gao)端產品市場(chang)。在引進(jin)(jin)(jin)和(he)消化吸收國(guo)外先(xian)進(jin)(jin)(jin)無縫(feng)鋼(gang)管生產裝備和(he)技(ji)(ji)(ji)術(shu)(shu)(shu)的基礎上(shang),衡鋼(gang)插(cha)上(shang)科技(ji)(ji)(ji)創新的“翅膀”,開始在無縫(feng)鋼(gang)管制造(zao)(zao)的領域啟航并騰飛(fei)。從(cong)1987年到1997年,衡鋼(gang)進(jin)(jin)(jin)行了大小130余(yu)項(xiang)技(ji)(ji)(ji)術(shu)(shu)(shu)改(gai)造(zao)(zao)和(he)700余(yu)項(xiang)技(ji)(ji)(ji)術(shu)(shu)(shu)改(gai)進(jin)(jin)(jin),完成重大科研項(xiang)目(mu)38個,新技(ji)(ji)(ji)術(shu)(shu)(shu)推廣14個,其中5項(xiang)技(ji)(ji)(ji)術(shu)(shu)(shu)獲國(guo)家專(zhuan)利、6項(xiang)獲省冶金系統科技(ji)(ji)(ji)進(jin)(jin)(jin)步(bu)獎(jiang)、10項(xiang)處于國(guo)內領先(xian)地位。其中,企業(ye)自行設計的ф108mm三輥高(gao)精度熱(re)軋無縫(feng)鋼(gang)管機(ji)組有效填補了中厚壁鋼(gang)管生產的空(kong)白,引進(jin)(jin)(jin)消化吸收的Φ89mm半浮芯棒(bang)連軋管機(ji)組使企業(ye)在高(gao)壓(ya)鍋爐管、油(you)管市場(chang)上(shang)搶占(zhan)先(xian)機(ji)。
2003年,衡鋼(gang)拉開二次(ci)創(chuang)業(ye)的(de)序幕,進入新(xin)一輪大(da)技改(gai)時期,相繼建成了(le)二連軋項(xiang)目(mu)、大(da)管坯項(xiang)目(mu)、套(tao)管加工生產(chan)線等一大(da)批管國家、省市重點工程(cheng)。2007年,圍繞(rao)“十(shi)一五”發(fa)展規劃,實施了(le)ф108mm機組改(gai)造,啟動了(le)特(te)大(da)口(kou)徑(jing)軋機、煉鐵系統建設。2000年至(zhi)2007年,衡鋼(gang)開發(fa)油田用(yong)管新(xin)鋼(gang)種35個,擁有自主知識產(chan)權(quan)的(de)經濟型油氣用(yong)管HS系列用(yong)鋼(gang)種6個,自主開發(fa)的(de)HSM特(te)殊(shu)扣(kou)申請(qing)了(le)專利。
