  1998-2007年,衡陽華菱不(bu)(bu)銹鋼管廠以減(jian)員增(zeng)效、剝(bo)離(li)(li)(li)輔(fu)助(zhu)、三項(xiang)制(zhi)度(du)改革等為主要內容,加快轉機(ji)建制(zhi)步伐。按照建立“政企(qi)分(fen)開、權責明確、產(chan)(chan)權清晰、管理科(ke)學”的現代(dai)企(qi)業(ye)制(zhi)度(du)的要求(qiu),衡鋼以資產(chan)(chan)經營為紐帶,大力推進“分(fen)離(li)(li)(li)輔(fu)助(zhu)、精干主體”的企(qi)業(ye)改制(zhi)工作,1998年至1999年,共剝(bo)離(li)(li)(li)9個(ge)輔(fu)助(zhu)部門(men)。在集團公司的扶植下,輔(fu)助(zhu)單位自我生存能(neng)力不(bu)(bu)斷增(zeng)強。

   強化(hua)技(ji)(ji)術(shu)(shu)(shu)創新(xin),“提檔加速”進軍高(gao)端產(chan)(chan)品市場。在引進和消(xiao)化(hua)吸收國(guo)外先進無(wu)(wu)縫(feng)鋼(gang)管(guan)(guan)生產(chan)(chan)裝(zhuang)備和技(ji)(ji)術(shu)(shu)(shu)的(de)基礎上,衡鋼(gang)插上科技(ji)(ji)創新(xin)的(de)“翅膀”,開始在無(wu)(wu)縫(feng)鋼(gang)管(guan)(guan)制造的(de)領域啟航并騰(teng)飛。從1987年到1997年,衡鋼(gang)進行了大(da)小130余項技(ji)(ji)術(shu)(shu)(shu)改造和700余項技(ji)(ji)術(shu)(shu)(shu)改進,完(wan)成重大(da)科研(yan)項目38個,新(xin)技(ji)(ji)術(shu)(shu)(shu)推廣14個,其中(zhong)(zhong)5項技(ji)(ji)術(shu)(shu)(shu)獲國(guo)家專利、6項獲省冶(ye)金系(xi)統科技(ji)(ji)進步獎、10項處(chu)于國(guo)內領先地位。其中(zhong)(zhong),企業自行設計的(de)ф108mm三輥高(gao)精度(du)熱軋(ya)無(wu)(wu)縫(feng)鋼(gang)管(guan)(guan)機(ji)組有效填補了中(zhong)(zhong)厚(hou)壁(bi)鋼(gang)管(guan)(guan)生產(chan)(chan)的(de)空白,引進消(xiao)化(hua)吸收的(de)Φ89mm半(ban)浮芯棒(bang)連軋(ya)管(guan)(guan)機(ji)組使企業在高(gao)壓鍋(guo)爐管(guan)(guan)、油管(guan)(guan)市場上搶占先機(ji)。


  2003年,衡(heng)鋼拉開二次創業的序(xu)幕(mu),進(jin)入新一(yi)輪(lun)大技(ji)改時期,相繼(ji)建成(cheng)了(le)二連軋項目(mu)、大管(guan)坯項目(mu)、套管(guan)加工(gong)生產線等一(yi)大批管(guan)國家、省市重(zhong)點工(gong)程。2007年,圍(wei)繞“十一(yi)五”發展規劃,實(shi)施了(le)ф108mm機組改造,啟動了(le)特大口徑軋機、煉鐵系(xi)統建設。2000年至2007年,衡(heng)鋼開發油田用管(guan)新鋼種35個,擁有自(zi)主知識產權的經濟(ji)型油氣(qi)用管(guan)HS系(xi)列用鋼種6個,自(zi)主開發的HSM特殊扣(kou)申請了(le)專(zhuan)利。

  2008-2018年(nian),衡陽(yang)華菱不銹(xiu)鋼(gang)管廠共(gong)有29個(ge)(ge)項目(mu)獲(huo)(huo)市級(ji)及以上科(ke)技進(jin)步獎(jiang),國(guo)(guo)家(jia)科(ke)技進(jin)步獎(jiang)實(shi)現從無到(dao)有,“電弧爐煉鋼(gang)復(fu)合吹煉技術的研究應(ying)用”榮獲(huo)(huo)2016年(nian)度國(guo)(guo)家(jia)科(ke)技進(jin)步二等(deng)獎(jiang)。P91無縫鋼(gang)管及其(qi)制備方法獲(huo)(huo)中國(guo)(guo)專(zhuan)利(li)優(you)秀(xiu)獎(jiang),另有5個(ge)(ge)專(zhuan)利(li)在湖南省、衡陽(yang)市獲(huo)(huo)獎(jiang)。國(guo)(guo)際專(zhuan)利(li)申請實(shi)現突破,首次實(shi)施PCT專(zhuan)利(li)申請2個(ge)(ge)。主持(chi)制定(ding)國(guo)(guo)家(jia)和行(xing)業標準9個(ge)(ge),其(qi)中國(guo)(guo)標5個(ge)(ge)、行(xing)標4個(ge)(ge)。
